Outer Authority is:
the liberated mind speaking from its correct place as the passenger, not the driver.
Mechanically, Outer Authority emerges only when: the body is navigating through Strategy and Inner Authority and the mind is relieved of decision‑making pressure. Which leads to the not‑self agenda which dissolves the mental system and is no longer distorted by survival concerns.

Which means the passenger consciousness is free to observe. When these conditions are met, the mind becomes: clear, observational, articulate, perceptive, unique, unpressured, unmanipulated. This is Outer Authority.
